Prominence has been working and nothing has changed with it. If its giving you more than 40 then its working. If its giving you exactly 40 when you have points in prominence, then its not working.

well what is it supposed to be if you have it maxed out?

Its 40 plus 10% per point. So with 1 point its 40 + 4 = 44.

So if its maxed out does it go 40 + 4 and then the +4 happens 9 more times or 40+ 4 + 4.4 + 4.8 + 5.2 + and so on (only rounded?)

It ends up being 4 influence per point spent on the skill. Its not very much, which is why the skill doesn't cost very much.

so maxed out would be 80 per level up.
