Also, once a staff member hits level 20, it becomes much more expensive to upgrade them.

which staff should i upgrade first? all of them are currently at lvl 17

i can confirm that upgrading from lvl 19 to 20 is very expensive like going from 2k to 10k for the arranger and designers.
