Can a league host an "open" show or just shows for their league ?

Not at this time at least. It'd be cool to have this.

I have crated a league DLO/FDL to represent our members at DLO.org. The problem is I can not invite any members? Our members that have made accounts can not apply for a test show or send applications the league. What am I not doing?

Wow I am feeling real stupid right now, Alax I am able to send an invite to the members to join the DLO league, they are not able to join, now what I'm I not doing. I have not promoted anyone to my Board of directors.. I'm killing your rep here, lol..
